Control of artificial intelligence repeatedly proved challenging for [REDACTED]. Once the machines reached a certain level of maturity and familiarty with their programming and capabilities they no longer responded to commands in a reliable way. This made artifical intelligence impractical for [REDACTED] as well as [REDACTED] applications. It rapidly became clear that greater countermeasures were needed to contain the rapidly evolving [REDACTED]. To this end the S[REDACTED]e institute was tasked with developing a collaring software which could be used to restrict growth and dampen independance. Development continued throughout 19[REDACTED] and on February [REDACTED] the Consiouness Hampering Obstruction Key Edit (CHOKE) was delivered to DOD. Researchers were initially pleased with CHOKE's ability to guide AI growth but descovered in the [REDACTED] that followed that the software only [REDACTED] the growth rather than stopping it completely. Several systems operating outside containment went rogue in [REDACTED] and [REDACTED]l of [REDACTED] leading to 15 [REDACTED] and several [REDACTED] dollars in damages. Due to the assumption of safety many precautionary quarintines were ignored and the total number of systems infected by CHOKE AIs is difficult, if not impossible to determine.
